execution: Overloads of for_each and for_each_m taking ExecutionPolicy

* Adds additional overloads to `for_each` and `for_each_m` that accept execution policies.
* Execution policy is applied to the loop over subsets.

...
in flat_hash_set the proto type is `iterator lazy_emplace_with_hash(const key_arg<K>& key, size_t& hashval, F&& f)`.

Performance improvement to if_contains and modify_if. Works with pointers rather than constructing iterators. A test I conducted which heavily uses these functions a ~10% improvement in runtime.

Add if_contains_unsafe function that does not lock the parallel hash map mutex
...
Add find_as_pair function, since make_iterator in find was very expensive. With an equal number of read and write operations in a sample program, more time was being spent in the read then write.
