Add [[deprecate]] notices to everything LocalParameterization related. Make sure that Ceres can be compiled without triggering deprecation warnings. Update the documentation: a. Add deprecation notices. b. Document interaction between LocalParameterization and Manifold coexisting in the Problem. c.
