1. Add abseil-cpp as a submodule. We are tracking the latest LTS
release, which is lts_2024_01_16.
2. Replace glog/gflags with absl::log and absl::flags.
3. Remove miniglog
4. Also take a whack at making the bazel build work with
abseil-cpp and gtest.
There are a number of TODOs in this CL that still need to be resolved.

* Split `CERES_NO_METIS` into two defines: `CERES_NO_PARTITION` and
`CERES_NO_METIS`. The former refers to METIS support in SuiteSparse,
the latter to the Eigen's MetisSupport module. This enables the use of
sparse matrix reordering independent from SuiteSparse.
* Run Linux, macOS, and macOS Github workflows with METIS enabled
SuiteSparse.

with a more liberal license.

1. Generalize SuiteSparse::AnalyzeCholesky and
SuiteSparse::BlockAnalyzeCholesky from just doing AMD to taking
OrderingType as an argument and using that to determine whether
AMD & Nested Dissection algorithms are used for computing the
fill-reducing ordering or a natural ordering when computing
the symbolic factorization.
2. Remove AnalyzeCholeskyWithNaturalOrdering.
3. Replace and generalize SuiteSparse::BlockAMDOrdering with
SuiteSparse::BlockOrdering which also takes OrderingType as an
argument. Same for SuiteSparse::ApproximateMinimumDegreeOrdering
and SuiteSparse::NestedDissectionOrdering by
SuiteSparse::Ordering.
4. Remove LinearSolver::Options::use_postordering and replace it
with LinearSolver::Options::ordering_type.
5. Replace Preconditioner::Options::use_postordering and replace it
with Preconditioner::Options::ordering_type.
6. Add NESDIS to OrderingType. With the above changes, the linear
solvers can now use Nested Dissection once this information
is piped through the nonlinear solver.

- Change formatting standard to Cpp11. Main difference is not having
the space between two closing >> for nested templates. We don't
choose c++14, because older versions of clang-format (version 9
and earlier) don't know this value yet, and it doesn't make a
difference in the formatting.
- Apply clang-format to all (non generated) internal source files.
- Manually fix some code sections (clang-format on/off) and c-strings
- Exclude some embedded external files with very different formatting
(gtest/gmock)
- Add script to format all source files

A Ceres Context holds common global state that can be re-used within
Ceres. The Context current contains a thread pool if compiling with
C++11 threading support. Threads are expensive to create and destroy so
it is good to maintain across multiple Ceres solves.
Tested by compiling with and without TBB support and ran unit tests. Ran
bazel as well.

SparseCholesky is an interface to sparse cholesky factorization
routines across sparse linear algebra libraries. Each sparse
linear algebra library is responsible for implementing its own
instance of this interface.
As a result the various places - SparseNormalCholeskySolver,
SparseSchurComplementSolver and VisibilityBasedPreconditioner
are significantly simplified.

The schur eliminator treats rows with e blocks and row with
no e blocks separately. The template specialization logic only
applies to the rows with e blocks.
So, in cases where the rows with e-blocks have a fixed size f-block
but the rows without e-blocks have f-blocks of varying sizes,
DetectStructure will return a static f-block size, but we need to be
careful that we do not blindly use that static f-block size everywhere.
This patch fixes a bug where such care was not being taken, where
it was assumed that the static f-block size could be assumed for all
f-block sizes.
A new test is added, which triggers an exception in debug mode. In
release mode this error does not present itself, due to a peculiarity
of the way Eigen works.

SPARSE_NORMAL_CHOLESKY and SPARSE_SCHUR can now be used
with EIGEN_SPARSE as the backend.
The performance is not as good as CXSparse. This needs to be
investigated. Is it because the quality of AMD ordering that
we are computing is not as good as the one for CXSparse? This
could be because we are working with the scalar matrix instead
of the block matrix.
Also, the upper/lower triangular story is not completely clear.
Both of these issues will be benchmarked and tackled in the
near future.
Also included in this change is a bunch of cleanup to the
SparseNormalCholeskySolver and SparseSchurComplementSolver
classes around the use of the of defines used to conditionally
compile out parts of the code.
The system_test has been updated to test EIGEN_SPARSE also.

1. When a LAPACK implementation is present, then
DENSE_QR, DENSE_NORMAL_CHOLESKY and DENSE_SCHUR
can use it for doing dense linear algebra operations.
2. The user can switch dense linear algebra libraries
by setting Solver::Options::dense_linear_algebra_library_type.
3. Solver::Options::sparse_linear_algebra_library is now
Solver::Options::sparse_linear_algebra_library_type to be consistent
with all the other enums in Solver::Options.
4. Updated documentation as well as Solver::Summary::FullReport
to reflect these changes.

for SuiteSparse versions >= 4.2.0

I am not sure I will add suport for visibility based
preconditioning using CXSparse. Its not a high priority.

to indicate which sparse linear algebra library should be used.
3. Updated tests for SolverImpl and system_test.
4. Build system changes to automatically detect CXSparse and
link to it by default -- just like SuiteSparse.

7. Deduped the unsymmetric linear solver test.
