Add [[deprecate]] notices to everything LocalParameterization
related.
Make sure that Ceres can be compiled without triggering
deprecation warnings.
Update the documentation:
a. Add deprecation notices.
b. Document interaction between LocalParameterization and Manifold
coexisting in the Problem.
c. Add documentation for Manifold(s)

- Change formatting standard to Cpp11. Main difference is not having
the space between two closing >> for nested templates. We don't
choose c++14, because older versions of clang-format (version 9
and earlier) don't know this value yet, and it doesn't make a
difference in the formatting.
- Apply clang-format to all (non generated) internal source files.
- Manually fix some code sections (clang-format on/off) and c-strings
- Exclude some embedded external files with very different formatting
(gtest/gmock)
- Add script to format all source files

1. The MathJax font configuration is moved into conf.py and removed
from make_docs.py along with better font sizing.

Otherwise, it will fail on Python 3 with:
"UnicodeDecodeError: 'ascii' codec can't decode byte 0xc2 in position
7690: ordinal not in range(128)"
We have to use io.open() instead of open(), because open() does not
accept the encoding on Python 2.

- Previously we had the Ceres version defined in two places, one in
include/ceres/version.h, and one in the main CMakeLists.
- Now the main CMakeLists reads the Ceres version directly from
version.h, as does the make_release script, so that we have a single
place (version.h) in which the current Ceres version is defined.

Now that ceres is part of RawHide, there is no need to carry
this spec file with the ceres distribution.

This makes it possible to use the same spec to build on Fedora. It drops any
chance of building on RHEL5, but I doubt that was possible anyway.

Tested on RHEL6.1 (with epel repository for dependencies).
make_release checks that that the version string in the .spec file is in
sync with the rest of the project and reminds the user to bump the
release string if necessary and to build/upload the RPM package.

This causes the release script to abort if the
Ceres version in the headers, command line,
and CMake files don't match.

This extends the release script to check the supplied version
argument against the one found in the toplevel CMakeLists.txt.
This also extends the script to create a VERSION file with the
Ceres version, Ceres ABI version, and commit corresponding to the
tarball.
For example, the VERSION file might like this:
